Honestly, I've gotten the impression that most of the places that come together in a spot like this don't have Grimm for...well, reasons that are obvious in hindsight but a very long story. Definitely sounds like an improvement over where I'm from, but I guess it also means you can have arbitrary standards like that for "who learns to fight".
